Smaller Bills and Term Limits

I know that the "news" keeps warning of a looming government shutdown. But my question is why are we, the people, allowing our "representatives" to pay themselves so handsomely and live these lavish lifestyles without actually working hard for us?
It's like they get elected and don't even care about us anymore. Well, until it's time to ask for more money again. I feel like we should make rules limiting the makeup of proposed bills to cease this omnibus bullshit.
I get it, without doing it that way, some worthy issues lose steam or funding. But that's what our representatives are paid so well for, right? So they can work for us? Propose what the people want and sell it! Didn't go through? Try again.
While also on that topic, get some fresh ideas in our government. I get it, it's a nice, cushy job with great benefits.
But I feel a lot of people in our government have lost touch with their constituents because they can no longer relate to us. Allowing things to go stale. This shouldn't be the case. If we get term limits established, then we can get all new ideas and stances on everything.
Heck, why even stop there? We should be able to rate our representatives on their job performance. We should also base their pay on the pay of where they represent. I mean, what more effective way to get fair pay for the average citizen than by ensuring our representatives get paid proportionately to us?
